Greater Houston, Texas, LERA Chapter: Chapter President and FMCS Commissioner Walter Darr will introduce Federal Labor Relations Authority Member Ernest DuBester as the guest speaker for the evening meeting on February 28, 2018, at 5:00 p.m. at the DoubleTree Hotel at Houston Hobby Airport, 8181 Airport Boulevard, Houston, Texas 77061-4142. Member DuBester will discuss some of the cases from the Authority with significant impact on Executive Branch federal agencies as employers, federal workers and the labor organizations involved in their representation. The Chapter’s meeting caps a full day of training sessions – one for labor arbitration advocates and attorneys and a separate session for arbitrators, by the National Academy of Arbitrators Southwest Rockies Region’s 42nd Annual Labor-Management Relations and Employment Conference. The Chapter’s annual meeting is followed on Friday, March 1, 2019, at the same hotel. The conference hosts a panel of arbitrators for a Red Light/Green Light session; an update from Arthur Pearlstein, Director of Arbitration Services, FMCS, and a representative from the American Arbitration Association; a luncheon with special speaker Edward Krinsky, President, National Academy of Arbitrators; and afternoon workshops relative to ethics in labor/employment arbitration, public sector police and fire developments, sharpening skills in arbitration proceedings, postal labor-management developments and a federal sector presentation relative to the dramatic direction of the recent composition of the FLRA. The Region has sought approval for CLE from LA, OK and TX State Bars and the Texas State Bar College.
