Forecasting the state of labor arbitration in 1980, Morris predicts significant growth of arbitration in the public sector, movement away from expedited arbitration, and disaffection within a younger work force for older, established arbitrators. The coalescence in the public sector arbitration of political agendas, large stake interest arbitration, and inexperienced arbitrators will lead inevitability to a public scandal in that field.
