He describes that tripartite panels have been the preferred system for arbitrating disputes; primarily because they yield a more informed decision. This is especially the case in interest arbitrations where, in executive session, the partisans have an opportunity to probe the neutral to ascertain to what extent the neutral understands the typically voluminous economic evidence that will have been presented, and to correct misunderstanding.
