Examples of restructuring are given, including reductions in public services, shared decision-making, charter schools, and the breakup of District Schools in Los Angeles and the corresponding breakup of the teachers’ union (United Teachers in Los Angeles). Arbitrator Kerr proposes a form of dispute resolution that would consider the larger picture and longer term.
