A panel discussion of contemporary forces at work in education, including merit pay vs. seniority, affirmative action, conflict between faculty and administration, and power sharing. Examples of restructuring are given, including reductions in public services, shared decision-making, charter schools, and the breakup of District Schools in Los Angeles and the corresponding breakup of the teachers’ union (United Teachers in Los Angeles). Arbitrator Kerr proposes a form of dispute resolution that would consider the larger picture and longer term.
