A discussion of the adoption of expedited arbitration as a permanent feature under the agreement between the Postal Service and the APWU. Expedited arbitration is viewed as an effective tool in addressing 1) the backlog of cases in light of the sheer size of the number of employees in the system and 2) the obligations of the Union and its duty of fair representation under Bowen v. United States Postal Service. An impartial chairman system is suggested to avoid duplication or different conclusions reached by regional arbitrators.
