Entry into labor arbitration and the effectiveness of training programs for such entry

A resolution offered to the Board of Governors to create a Standing Committee, to be called the Committee on the Development of Arbitrators, the functions of which include (1) cooperation with appointing agencies, (2) monitoring training programs for prospective arbitrators, and (3) developing a continuing Academy program for entry into the “arbitration profession”. (The Board of Governors later approved the objectives of the report, although without creating a new Standing Committee.) Also examined are the status of existing training programs and use of expedited arbitration as an entry opportunity for new arbitrators.
